Program: Planning Manager for the City of Laramie, Philipp Gabathuler

Introduction: Tony Hoch

Gabathuler’s has been with the Planning Commission for 4 years and has led initiatives, such as the (Re)Connect West Laramie Plan and Forge Laramie.

The Comprehensive Planning Process and the Role of the Comprehensive Plan is comprised of: 1) Establish Policy Priorities; 2) Set Work Priorities; 3) Set Funding Priorities; 4) Implement Priorities; 5) Assess Progress. It involves setting the vision and goals and an approach for measuring performance.

One of his goals is to establish a robust
and innovative community engagement
process. Working with community residents and institutions to gain an understanding of local perspectives so that the planning commission can articulate and inclusive and
informed vision for the future of Laramie. He would like to leverage past planning efforts, focusing on inclusive engagement and balance growth with preservation.
Seeking a lot of community engagement in 4-phase planning and implementation program. Phase 1 started this spring with project initiation and orientation; Phase 2,
this summer and fall, will address technical foundation and community vision; Phase 3, through this winter into summer of 2026, will involve drafting a comprehensive plan; Phase 4 will involve plan adoption in the fall
of 2026. He hopes for community
engagement in each phase of planning and implementation.

Outreach efforts have included mailers,
WyoTech Car show, Freedom Has A Birthday, Farmers Market, schools and
retirement homes, Pride Fest and online survey and mapping activity on the website: ForgeLaramie.com.
He said you need some growth to sustain what you have via infrastructure. He can be reached at
pgabathuler@cityoflaramie.org for those who wish to be more active in the planning and implementing process.

Rotary 4-way test
Of the things we think, say, or do:
•Is it the Truth?
•Is it Fair?
•Will it build Good Will and
  Better Friendships?
•Will it be Beneficial to All
  Concerned?

The Object of Rotary is to encourage and foster the ideal of service as a basis of worthy enterprise and, in particular, to encourage and foster:
•FIRST. The development of acquaintance as an opportunity for service;
•SECOND. High ethical standards in business and professions; the recognition of the worthiness of all useful occupations; and the dignifying of each Rotarian's occupation as an opportunity to serve society;
•THIRD. The application of the ideal of service in each Rotarian's personal, business, and community life;
•FOURTH. The advancement of international understanding, goodwill, and peace through a world fellowship of business and professional persons united in the ideal of service.
